This is a notice of intent that WR-ALC anticipates issuing a contract for sustaining engineering support for the AN/ALQ-161A Radio Frequency Surveillance (RFS)/Electronic Countermeasures Subsystem (ECMS). This effort provides for AN/ALQ-161A deficiency analysis, details analysis to identify mission data changes that will result in performance improvements and provides for specific investigations and analysis necessary to ensure availability and effectiveness of the AN/ALQ-161A. The contract period of performance will be 6 months. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, Edo Corporation Defense Systems (Amityville, NY), Cage: 82340, in accordance with FAR 6.302-1. All responsible sources may submit a capability statement or proposal, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In accordance with AFI 16.201; Foreign Participation is not permitted at the prime level. All potential offerors should contact the buyer/PCO identified above for additional information concerning this acquisition. Solicitation is expected to be released on or around 1 May 2015, with a response due 30 days after issuance of a solicitation.
