The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to negotiate on a non-competitive basis with Cox Instruments, LLC of Scottsdale, AZ (dba Exact Flow) for an acquisition supporting the Metrology and Calibration Program. This acquisition is for thirty-three (33) AN8 (Cal 2) Cox Turbine Flowmeters, which are certified for use in NAVAIR calibration laboratories and will be used to provide in line precision liquid flow measurement for various test stands, aircraft flow systems, subsystems, and support equipment. The Government does not own the rights to current data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
