1.0 Introduction: The Aviation Development Directorate - Aviation Applied Technology Directorate (ADD - AATD) has an interest in entering into a Partnership Intermediary Agreement (PIA), under the authority of 15 U.S.C. 3715, with a Partnership Intermediary to provide services for the U.S. Army Aviation and Missile Research, Development, and Engineering Center (AMRDEC) to increase the likelihood of success in the conduct of cooperative or joint activities with the AMRDEC and small business firms, institutions of higher education as defined in 20 U.S.C. 1001, or educational institutions within the meaning of 10 U.S.C. 2194 to stimulate and promote technology development, and to the outbound and inbound transfer of technology between the AMRDEC and academia, industry, and Federal laboratories. This is Special Notice to solicit information from eligible applicants who can provide the capabilities that may result in establishment of a PIA between ADD-AATD and the partner. Any resultant PIA will be Non-Federal Acquisition Regulation based agreements made pursuant to the authority of 15 U.S.C. 3715 (see attached).
