The Centers for Disease Control and Prevention (CDC) National Centers for Chronic Disease Prevention and Health Promotion, Healthy Aging Program, contemplate a sole source award to the American Association for International Aging, Albuquerque, NM. The contractor shall provide expert consultation services for the development of a literature review describing how American Indians/Alaskan Native age and the causes of Native elders death. The contractor shall demonstrate extensive knowledge of American Indian and Alaskan Native culture and health. The contractor will have access to the National Center for Health Statistics Mortality Data and Census Data from
1990 - 2000. The contractor shall be responsible for development of a publication and presentation of findings. The Contractor shall have extensive experience with and access to data sources that will provide national estimates of aspects of the AI/AN aging in place situation, as well as data sources for general aging in place for other population-based surveys. Contractor shall possess sound scientific background and the ability to effectively communicate with CDC staff, partner groups, and in professional meetings, interpersonal skills are required to develop and maintain productive relationships and ensure completion of projects within a multi-disciplinary team.

The statutory authority for this sole source acquisition is 41 U.S.C. 253-a (a)
(1), in accordance with FAR Part 13.106-1(b) only one responsible source and no other supplies or services will satisfy agency requirement. The NAICS Code for this procurement is 541618, Other Management Consulting Services, with a Standard Business Size of $7.0M. The Period of Performance shall be for one
(1) year beginning with award of the contract. Performance at Contractor's Facility.  This procurement will not be set aside for small businesses.

The American Association for International Aging is a 501(c) 3 company that regularly consults with CDC's Native Diabetes Wellness Program in Albuquerque, NM. This is a follow on procurement. The data sets used in this project were compiled by Mr. Baldridge and Dr. Garrett of the American Association for International Aging. Dr. Garrett established and maintained a Monograph Series on Indian Health for the National Council on Aging with eight series published. In addition, Mr. Baldridge and Dr. Garret developed and published the Missing Link Statistical Algorithm which is the foundation of the current project and is crucial to its completion. Mr. Baldridge and Dr. Garrett pioneered the use of Geographic Information System technology to assist with the analyses and portray native health conditions.

As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the American Association for International Aging.
