This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 

This combined synopsis/solicitation is being issued as Request for Quotation (RFQ) number 83310121Q0008.  This combined synopsis/solicitation document incorporates provisions and clauses and includes amendments through 2020-09 FAR revisions effective 10-26-2020, including all FAR Circulars issued as of the date of this synopsis. THIS REQUIREMENT IS SET-ASIDE 100% FOR SMALL BUSINESS. The North American Industry Classification System (NAICS) code is 523930, Investment Advice. The small business size standard is $41.5 million.

The Export-Import Bank of the US anticipates awarding a performance based Labor Hour Purchase order for Financial Advisor services.  The contractor shall provide services that include but are not limited to (1) guidance to EXIM Bank on post-restructuring monitoring of EVM project country, industry, commercial, financial, and operating risk affecting EVM debt service and operating capacity, and (2) guidance to EXIM Bank on evaluating EVM debt recovery issues and options (a) post debt restructuring and (b) after the expiration of the EVM Power Purchase Agreement. 

Questions related to this RFQ are due at 2:00PM Eastern Standard Time, November 25, 2020. The Government will post an amendment with answers to these questions as soon as possible.
