The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program (PMA 209), Patuxent River, MD intends to negotiate and award a sole-source, cost reimbursement price Delivery Order under Basic Ordering Agreement (BOA) N00019-11-G-0017 to General Dynamics Advanced Information Systems (GDAIS), 8800 Queen Avenue South, Minneapolis, MN 55431 for Production Ramp and Engineering Manufacturing Development (EMD) asset repairs of the Advanced Mission Computer (AMC) in support of the F/A-18E/F and EA-18G aircraft and AV8B Mission Systems Computer (MSC) and Warfare Management Computer (WMC) repairs.

This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." GDAIS is the sole designer, developer, and manufacturer of all AMC variants and therefore is the only company that has the requisite knowledge, experience, technical data, and qualified AMC system hardware and software required to successfully support fleet and program support requirements. This synopsis is not a Request for Proposals. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. All responsible sources may submit a capability statement, which shall be considered by the agency.
