The Federal Communications Commission (FCC) intends to issue a Firm Fixed Price award to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about February 15, 2017 to V-Soft Communications, PO Box 1033, Cedar Falls, IA 50613. The period of performance for this effort will be for one year beginning 3/16/2017 through 3/15/2018.

The objective of this procurement is the license renewal of the AM-Pro software currently supporting the Commission's engineering analysis of incoming foreign AM notifications utilizing this software, which is used extensively by the International and Media Bureaus to accurately validate submissions of the extremely complex mutually exclusive ("MX") groups that resulted from AM Auction 84.

This notice of intent is not a request for quotations or proposals. Any challenges to this sole source requirement must be received by February 16, 2016 NO later than 12:00PM Eastern Standard Time, in writing to [email protected] in ordered to be considered by the Government for the purpose of determining whether or not to complete the requirement.

Challenges must include information sufficient to enable the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
