                                                       Aluminum Hemispheres

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. FAR Part 13.5, Simplified Acquisition Procedures, is applicable to this procurement.

The solicitation number, as referenced above, is issued as a Request for Quotation (RFQ). This RFQ documents and incorporates provisions and clauses in effect through FAC 2021-02 effective date 11-23-2020 and DFARS Publication Notice 10/01/2020.

This RFQ is issued as a 100% small business set aside. The North American Industry Classification Standard code is 332112 and the small business size standard is 750 Employees.

NOTE: All due date/times are Central Time.

The Naval Oceanographic Office (NAVOCEANO) intends to issue a single firm-fixed price indefinite delivery indefinite quantity (IDIQ) contract with a five (5) year ordering period from this RFQ.

The Government reserves the right to cancel this RFQ at any time for any reason.

COMBINED SYNOPSIS/SOLICITATION SUPPLEMENTAL INFORMATION:

1.   SOLICITATION QUESTIONS:

1.1 Questions must be submitted in writing on Attachment B – Questions and Answer form. Questions shall be submitted via e-mail to both [email protected] and [email protected]. Questions will be accepted up until 12:00 PM (Noon) on Jan 4, 2021. All questions and answers will be published via an amendment to the RFQ.

2.   AMENDMENTS TO SOLICITATION:

2.1 Acknowledged receipt of ALL amendments to this RFQ on the quoter transmittal letter. If any of the amendments to this RFQ furnish amended sections, the amended sections must be used in submitting your quote.

3.   SUBMITTING QUOTES:

3.1 Quotes must arrive at the designated location by the exact time and date as specified in this solicitation. Any submissions after the closing date and time may not be considered.

3.2 Quotes will only be received by this office via email to both [email protected] and [email protected]. Transmission of offers by fax to this office is NOT ACCEPTABLE and will result in quotes being rejected.

3.3 Please carefully review the entire RFQ package including the Statement of Work, all other RFQ attachments, and the instructions included herein and respond with a written quote.

3.4  Quote due date and time is January 22, 2021 17:00 PM Central Time.

4.   WRITTEN CONTENTS

4.1 Quote Cover Letter shall include:

• Names, titles, email addresses and telephone numbers of persons authorized to negotiate on the firm's behalf with the Government in connection with this RFQ.
• Name, title, and signature of the person authorized to sign the quote.
• Acknowledgements of all amendments.
• Unique Identifier Number and CAGE#: Quote shall include the contractual organizational Unique Identifier Number (DUNS) and CAGE numbers on documentation.
• A statement specifying agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any and all items upon which prices are quoted at the quoted item prices.
• Provide a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items via the SAM website is acceptable.
• Respond to the questions in provision FAR 52.204-24 found in the Clause section below in full text in this RFQ, or submit a copy of 52.204-26 with 52.212-3 certifications.

4.2 Quotes shall include all firm fixed unit and extended pricing for all CLINs identified on the attached Excel spreadsheet. See Attachment A - Price Schedule.

5.   COPIES OF RFQ DOCUMENTS AND AMENDMENTS

5.1 Copies of the RFQ and amendments are available by INTERNET ACCESS ONLY. All RFQ documents and any amendments to the RFQ are made available via the beta.sam in the Contracting Opportunities section.

5.2 It shall be the contractor’s responsibility to check the website for any amendments. The contractor shall submit in the quote all requested information specified in this solicitation.

5.3 The drawing for Aluminum Hemispheres is accessible via a controlled attachment in which

access must be requested via beta.SAM.GOV at https://beta.sam.gov/.
