Description:

This is a Justification for Other Than Full and Open Competition (JOFOC) to enter into a sole source contract with Teledyne Optech for a 3-band short-wave and visible airborne full waveform Lidar system. The proposed vendor is the only authorized provider of this system, which is required in order for NRL to support its sponsors research and development needs.

This notice is being published by NRL in accordance with Federal Acquisition Regulation (FAR) Par 5.201 requiring notice of a proposed contract action. The statutory authority for this sole source action is 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1.

The contemplated contract will be a Firm Fixed Price (FFP) type action.  This notice is NOT a request for proposals or competitive offers. However, the Government shall consider all responses received within five days of this posting. Interested parties may identify their interest and capability to respond to the requirement.

A determination by the Government to compete, or not, will be based on the responses received, and is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement. NRL is not responsible for any costs incurred by interested parties in responding to this notice.
