The Federal Aviation Administration needs to purchase ALSF-2 spare parts for the new Runway 9C-27C and extended Runway 9R-27L NAVAIDS at O'Hare International Airport, Chicago, Illinois. The vendor must package and mark depot spares in accordance with (IAW) the American Society for Testing and Material (ASTM) D-3951. Standard Practices for Commercial Packaging are encouraged. MIL-STD-2073-1 must be applied when commercial packaging cannot meet known distribution and environmental requirements. Electrostatic or electromagnetic sensitive items are to be individually wrapped in electrostatic discharge (ESD) shielding material conforming to MIL-STD-2073-1, Code GX, Preserve by Method 41. ESD containers shall be marked with yellow and black ESD labels IAW MIL-STD-129, “Marking for Shipment and Storage”. Bulk quantities are not acceptable, however, as long as each item is individually packaged they may be shipped inside multi-pack containers.
