The Federal Aviation Administration needs to purchase ALSF-2 spare parts for the new Runway 9C-27C and extended Runway 9R-27L NAVAIDS at O'Hare International Airport, Chicago, Illinois. The vendor must package and mark depot spares in accordance with (IAW) the American Society for Testing and Material (ASTM) D-3951. Standard Practices for Commercial Packaging are encouraged. MIL-STD-2073-1 must be applied when commercial packaging cannot meet known distribution and environmental requirements. Electrostatic or electromagnetic sensitive items are to be individually wrapped in electrostatic discharge (ESD) shielding material conforming to MIL-STD-2073-1, Code GX, Preserve by Method 41. ESD containers shall be marked with yellow and black ESD labels IAW MIL-STD-129, “Marking for Shipment and Storage”. Bulk quantities are not acceptable, however, as long as each item is individually packaged they may be shipped inside multi-pack containers. Purchase Order (PO) or FAA 4650-12 must be included with a packing list for each shipment, listing information included in section below. MacArthur Blvd. Oklahoma City, OK 73169 Prior to equipment delivery at the FAALC Depot, the vendor must provide the FAALC Depot Point of Contacts (POCs) Planner with spares shipment information. The list of depot spares shipped to the FAALC on POs, Commercial Bill of Lading or FAA 4650-12 must be completed and submitted to the FAALC Planner, electronically 30 days before shipment. Any additional shipping information such as bulk box contents must be provided prior to equipment delivery. The PO or FAA Form 4650-12 should include at a minimum: Item Number National Stock Number (NSN) Equipment Type Equipment Description Quantity Shipped Unit of Issue Serial Numbers(s) Shipment Tracking Number(s) Purchase Order Number Unit Price & Total Cost PN (Part Number) Component, equipment and spares are to be transported by the most economical means, considering dependability, safety and urgency of need. All shipments must be shipped FOB destination. The list of the ALSF-2 depot spares are listed below in the attachment, "ALSF-2 DEPOT SPARES".
