Preliminary market research indicates that there is no other major outdoor stadium in the State of Hawaii, and no other vendor who provides advertising services at the Aloha Stadium location. This service entails permanent main outer concourse display signage, video board recognition through commercial spots at all University of Hawaii football, and varsity high school football games. It also includes tabling display opportunities at University of Hawaii and varsity high school football games, as well as demo-interactive activities.

In accordance with FAR 5.207(c)(16)(ii), vendors that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition of the requirement would be advantageous to the Government.
