2JAN2024: Question received in regards to the sources sought posted on 8 DEC 2023. 
Question:   Does the Government possess all the technical data required for this effort?  If so, will the data be posted to the SAM site? 

Response:  The Government does own Technical Order (parts, prints, specifications, and/or reference materials) and Bill of Materials for the ALM-288; however, it is not releasable.  This will not be posted on SAM. The Government will release the ALM-288 calibration procedures after contract award to the  contract awardee.

8DEC2023: The Government is conducting market research under the North American Industry Classification System (NAICS) Code 811210-Electronic and Precision Equipment Repair and Maintenance and Product Supply Code (PSC) 4920-Aircraft Maintenance and Repair Shop Specialized Equipment via this sources sought to identify potential sources that possess the data, expertise, capabilities, or experience in the repair of the non-commercial United States Air Force (USAF) ALM-288 Countermeasure Dispensing Tester (CDT).  The ALM-288 CDT National Stock Number (NSN) is 4920-01-423-4674EW with a part number of 188110-7001. The Government is seeking a contractor that shall furnish all material, support equipment, tools, test equipment, calibration (per TO 33K1-4-3121-1) and repair the ALM-288 assets to a fully mission capable. The Contractor furnished material or parts used for replacement shall be equal to or exceed the quality of the original material or parts. Depending on availability, the Government may provide ALM-288 tester for final acceptance testing as Government Furnished Equipment (GFE).

The ALM-288 CDT performs functional check tests to ensure that all pins/contacts are operational and with the proper current duration and amplitude at the firing pins of the ALE-40/45/47 Countermeasures Dispensing System (CMDS). The ALM-288 CDT is used to support testing of AN/ALE-40/45/47 CMDS installed on 42 aircraft platforms, supporting all Air Force Major Commands (MAJCOMs), as well the Army, Navy, and FMS. Aircraft platforms include, but are not limited to the A-10, C-5, C-17, C-130, CV-22, F-15, F-16, B-52, and HH-60.

The Government owns Technical Order (parts, prints, specifications, and/or reference materials) and Bill of Materials for the ALM-288. The Government is not in possession of a similar tester or any TOs, parts, prints, specifications, or reference material of a similar tester. There are no ALM-288 assets available for potential suppliers to evaluate.  

An ALM-288 Contractor Capability is posted with sources sought to provide your company’s responses to the Capability Survey Part I and Part II. The Government requests a single point of contact be provided should the Government require further inquiry on information provided. All capability question responses should be submitted in a clear and concise format. While industry sources are requested to provide full and comprehensive responses to the questionnaire, all information is voluntary, and the Government will not reimburse sources in any way for responses provided. Likewise, a company’s participation in the market research via the Contractor Capability Survey does not obligate the Government to enter into any contractual agreement, either formally or informally with a company.

Responses to this sources sought will not be returned. Respondents should indicate which portions, if any, of their response are proprietary and should mark them accordingly. Marketing material is considered an insufficient response to this information request All responses shall be submitted shall be transmitted in a word document or adobe pdf format. Attachments shall not exceed 10 MB per email and multiple emails are determined acceptable.

If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.).  If suggesting a joint venture or teaming arrangement with another company, please submit evidence of the other company’s capabilities that would be used to overcome the lack of experience/capabilities with sufficient detail for the Government to gain confidence in the successful execution of this effort.
