REQUEST FOR PROPOSAL NOTICE Notice is hereby given that Summit County requests applications for individuals to serve as the contracted Director for the Summit County Mental Wellness Alliance, a community-based collation operating in partnership with the Summit County Behavioral Health Division and the Park City Community Foundation. Applications will be accepted only from individuals who are free of all obligations and interests that might conflict with the best interest of the County and have the capacity to provide services in a timely manner. Respondents must address the needs and requirements stated in the Purpose and Key Deliverables of this RFP, and are advised to read this RFP in its entirety. Failure to read and/or understand any portion of this RFP shall not be cause for waiver of any portion of the RFP or subsequent agreement. The submitted proposal and this RFP become a part of the subsequent agreement. Applications will be evaluated and the successful individuals will be determined and approved by representatives from the Summit County Mental Wellness Alliance Executive Council and the Summit County Behavioral Health Division. The County reserves the right to reject any or all applications, and to select the application that best meet the needs of the Summit County and its community. INTRODUCTION The Summit County Behavioral Health Division is looking for an individuals to serve as the Director of the Summit County Mental Wellness Alliance, a community coalition of government entities, nonprofits, school districts, law enforcement, private businesses, and citizens working to enhance the quality of life for all Summit County residents by improving community awareness and access to mental health & substance abuse services as outlined in the Summit County Mental Wellness Strategic Plan. PURPOSE In no particular order, Summit County Mental Wellness Alliance, under the leadership of the Director, aims to: Enhance the quality of life for all Summit County residents by improving community awareness of mental health & substance abuse issues and increasing access to effective treatment and prevention services within the County. Establish a sustainable system of support, prevention, and inclusion for residents dealing with issues of mental health and substance abuse. Maintain the support of key stakeholders in relation to both the Summit County Mental Wellness Alliance and the Summit County Mental Wellness Strategic Plan by utilizing the Collective Impact Model. Through utilization of the Collective Impact Model, Educate, raise awareness, and reduce the stigma of health department services and programs, including behavioral health and health equity. Continue to address the four key goals identified by the community and outlined in the Summit County Mental Wellness Strategic Plan. Expand community access to mental health and substance abuse programs and services in Summit County. Increase prevention and education around mental health and substance abuse in Summit County. Ensure success and sustainability of mental health and substance abuse programs and services in Summit County. Establish systems to support life during recovery and reintegration into the community. Ensure equity of mental health and substance abuse programs and services for Latino community members. Key Deliverables: Successful fulfillment of this contract will be based on the contractor’s ability to meet the following two-year deliverables for the duration of this contract: Year 1: Secure collaborative and supportive agreements and partnerships with key community stakeholders and organizations. Develop a two-year plan for the reintroduction and vitalization of the Mental Wellness Alliance for approval by the Summit County Behavioral Health Executive Committee. Evaluate and establish committees to move forward with the outcomes and means outlined in the Summit County Mental Wellness Strategic Plan. Recruit and support committee chairs in coordinating, attending, and participating in meetings; communicate meeting times, agendas, accomplishments, and assigned tasks. With key partners and stakeholders, develop consistent messaging designed to raise awareness and understanding of the Summit County Mental Wellness Alliance's role in supporting the five goals outlined in the Summit County Mental Wellness Strategic Plan. Year 2: Develop an ongoing financial plan to ensure the sustainability of the Summit County Mental Wellness Alliance. Lead advocacy efforts with public officials and policy decision-makers. Lead funding committee efforts in securing additional funds for proposed services and sustain current funding, with a focus on multiagency project funding to meet the goals of the County Mental Wellness Alliance. Cultivate and maintain County Mental Wellness Alliance donors Attend local collaborative meetings, provider coordination meetings, and other local service-based meetings to increase visibility and increase interest in the Alliance as necessary; inform and educate potential partners throughout the county about the partnership process and potential value of participation; receive and disseminate information from partner organizations and outside sources. Ensure regular progress updates (at least annually) to the community and other stakeholders. Attend trainings (which may require occasional travel) that build skills, knowledge, and/or connections around coalition building and early childhood. Perform related duties as required to fulfill the objectives of the Summit County Mental Wellness Strategic Plan. TERMS This two-year contract is funded at $75,000 per year, with the option for extension at the Park City Community Foundation and County's discretion. Successful engagement of this contract will be based on meeting the Key Deliverables mentioned above and continued access to donor funding through the Park City Community Foundation. The final selection is the sole decision of the County and the respondents to this request have no appeal rights or procedures guaranteed to them. All costs related to the preparation of the proposals and any related activities are the sole responsibility of the individual or organization. Summit County assumes no liability for any costs incurred by offerors throughout the entire selection process. Phone calls or in person visits are prohibited except for the express purpose of conducting a site visit if the Respondent believes it necessary for the submittal of their proposal. Required Application Documents Cover Letter Provide an overview of the qualifications, including how the qualifications relate to the scope of service and any relevant project experience. Highlight past performance, projects, and/or assignments in completing similar scopes of services. Outline your experience with community engagement, including experience with community-based coalitions and strategic planning. The cover letter should be no more than two pages. Resume Standard resume outlining relevant past experiences and employment, not to exceed two pages. References Applicants should include a list of three references with e-mails and phone numbers who are able to speak to the ability of the applicant to work with individuals to meet goals and encourage continued stakeholder engagement. References will not be contacted without the applicant's prior knowledge. Contract Summit County will require that the selected applicant be willing enter into a written agreement with the County to provide all services required within the scope of this RFP as submitted by the proposer in its proposal. SUMMIT COUNTY JOB DESCRIPTION Job Title: Director, Summit County Mental Wellness Alliance (Contract Position) Department: Public Health Effective Date: 6/1/2024 GENERAL PURPOSE Performs a variety of working-level professional duties related to planning, coordinating, and implementing Community-based behavioral health programs for the general population within Summit County, as outlined in Summit County Mental Wellness Strategic Plan. Serves as the public face of the Summit County Mental Wellness. SUPERVISION RECEIVED Works under the supervision of the Director of Behavioral Health and the Summit County Behavioral Health Executive Committee. SUPERVISION EXERCISED Supervision of community volunteers chairing committees focused on implementing the Summit County Mental Wellness Strategic Plan. ESSENTIAL FUNCTIONS Oversee the development, coordination, and implementation of the Summit County Mental Wellness Strategic Plan with the Director of Behavioral Health. Serve as the Chair of the Summit County Mental Wellness Alliance (Alliance) and ensure continued community support of the Summit County Mental Wellness Strategic Plan from Alliance members and the community in its implementation. Develop and implement a yearly Operational Plan based on the strategic plan, with input from the Alliance Executive Committee, which addresses budgeting, volunteer staffing, fundraising/development, and partnerships. Act as spokesperson to media on policy and mental health information through coordination of community outreach and public relations; participate in community activities as a representative of the Alliance and Summit County as appropriate; coordinate and arrange trainings; use the required data systems for reporting. Coordinate community partnership cultivation and maintenance of current and potential supporters of the Alliance in order to ensure the sustainability and implementation of the Summit County Mental Wellness Strategic Plan. Coordinate and attend monthly committee meetings and various workgroup meetings; support workgroup chairs and the coalition chair coordinating, attending, and participating in meetings - communicate meeting times, agendas, accomplishments, and assigned tasks. Assist the Alliance and its workgroup members in creating and facilitating recruitment plans, encouraging attendance, and meeting with the membership periodically outside of partnership meetings, as deemed necessary; maintain a list of active members and member organizations; ensure that each workgroup has an assigned chair and secretary. Attend local collaborative meetings, continuum of care meetings, and other local service-based meetings to increase visibility and increase interest in the coalition as necessary; inform and educate potential partners throughout the county about the partnership process and potential value of participation; receive and disseminate information from partner organizations and outside sources. Other duties as assigned. MINIMUM QUALIFICATIONS Education and Experience: Bachelor's Degree from an accredited college or university; AND Three (3) years experience in managing coalitions involving public health or other community benefits; OR An equivalent combination of education and experience. Fluency in clinical Spanish is preferred but not required. Required Knowledge, Skills, and Abilities: Considerable knowledge of interpersonal communication skills; telephone and e-mail etiquette; document management, filing procedures, and methodologies; English composition, spelling, grammar, punctuation, etc.; personal computer operations and various program applications; state laws as they apply to agency financial practices; basic database management; basic statistics and mathematics. Working knowledge of non-profit administration and community coalition building. Ability to communicate effectively, verbally and in writing; perform basic mathematical calculations; operate standard office equipment; develop effective working relationships with supervisors, fellow employees, elected officials, partnership members, business owners, elected officials, partnership members, and the public; independently and manage work assignments in a high interpersonal contact environment; build a coalition of community-wide partners to achieve population-level outcomes; recruit, engage, and lead volunteers on behalf of the mission of the initiative. Special Qualifications: Valid, non-restricted driver's license and reliable transportation Work Environment: Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require various physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, talking, hearing, and seeing. Rapid work speed is required to perform keyboard operations: common eye, hand, finger, leg, and foot dexterity is required for essential functions.
