The work consists of removal of existing sanitary sewer facilities; installation of 8 inch and 12 inch vitrified clay pipe (VCP); construction of sanitary sewer manholes, BMPs, driveway approaches, Portland Cement Concrete (PCC) alleyways; and other items of work required to complete the scope of work detailed in the plans and specifications complete and in place. This project is covered “Project Work” as defined in the Community Workforce Agreement (CWA) the City entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions. The CWA is a pre-hire collective bargaining agreement that establishes labor relations procedures. Therefore, the awarded Contractor and its subcontractors of all tiers shall agree to be party to and bound by the CWA by signing a Letter of Assent (a form attached to the CWA as Attachment A). The CWA will be incorporated by reference in the Construction Contract and can be downloaded at the City’s website at: http://anaheim.net/229/Public-Works For the purposes of bid evaluations and fairness to all bidders, the City will evaluate the Total Base Bid Proposal. The lowest responsive responsible Base Bid bidder will be selected. Work under the Alternative Bid (if any) may be authorized, if it is determined at the sole discretion of the City, that work under the Alternative Bid is within the City's available budget. All bidders shall further understand that the City reserves the right to reject all bids. All Bids shall be in accordance with the "Invitation to Bidders" and "Instructions to Bidders". No contractor or subcontractor may be listed on a bid proposal for a Public Works project(submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)].No contractor or subcontractor may be awarded a contract for Public Work on a Public Works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
