The goal of this project is to evaluate multiple products/technologies and determine their feasibility of improving lake-wide water quality conditions in Lake Elsinore through the treatment and/or physical removal of algal biomass. The objectives of the pilot scale study are to: 1) collect empirical data on algal treatment/removal technologies in Lake Elsinore; and 2) provide analysis of the feasibility in reducing water column chlorophyll-a concentrations and subsequent water quality responses. This will be a pilot study to test and evaluate multiple potential products/technologies that can be used in the short-term to reduce periodic localized cyanobacterial blooms and/or serve as longer-term strategies for annual dampening of the lake-wide bloom cycle. At the end of this pilot study, the resulting empirical data and analysis will be reviewed by a third-party scientific panel to determine the most effective and value-added products/technologies tested. Proposing firms will then be narrowed down to 2-4 firms/vendors who will be considered for a future larger scale study and implementation strategy for the lake. Both in-lake treatments or shoreline-based pass-through water treatment pilot studies will be considered. The City of Lake Elsinore will have a certified algicide applicator available for use, if required. If an in-lake isolation treatment is the desired pilot study design (e.g., isolating a small section of the lake with weighted curtains), please provide a full description of area and requirements needed as part of the study design. The firm/vendor will be responsible for providing all equipment necessary for the isolation treatment with the possibility that the City of Lake Elsinore may provide weighted curtains. The project scope will require the firms/vendors to complete the following tasks: 1. Describe a pilot-scale study experimental approach (demonstration) and cost estimate for each proposed study. In-lake studies are desired, however small mesocosms placed adjacent to the lake can be available and will be considered. 2. Conduct a short-term pilot-scale study on Lake Elsinore over the summer of 2022 (time window of Aug 1 to Oct 30) exhibiting the capability of vendors/firms to reduce algal biomass. This will include the collection of empirical data demonstrating algal concentration reduction, as well as relevant associated water quality responses. 3. Produce a pilot-scale study data report summarizing algal treatment results and subsequent water quality responses. 4. We recognize that certain treatment technologies require infrastructure and may take several weeks or months to effectively demonstrate quantifiable effects on algal reduction. If it is determined that a pilot-scale study will not be adequate to showcase a specific treatment, use existing Lake Elsinore data to demonstrate (through modelling or other data exercise) what the impacts of the product/technology will be on algal biomass and associated water quality parameters in Lake Elsinore. This option would specifically have to use data derived from Lake Elsinore and empirically demonstrate how the treatment would reduce algal biomass. 5. All interested firms should also provide a description of a desired lake-wide treatment plan and cost estimate in the event that the technology is selected for future full-scale treatments (see below). 6. If applicable, address any permitting needs, pertaining to the product/technology used.
