The Naval Air Systems Command (NAVAIR) intends to negotiate on a sole-source basis with Raytheon Integrated Defense Systems (IDS), 1847 W Man Road, Portsmouth, Rhode Island for qualification and production incorporation of modifications to the AN/AQS-22 Airborne Low Frequency Sonar (ALFS) system baseline for the Reeling Machine (RM) Manual Reducer Safeguard, RM Locking Device and Reel and Cable (R&C) Sonar Cable. This effort will include the associated Non-Recurring Engineering (NRE) for the production incorporation and retrofit for the specific modifications.

This requirement will be procured in accordance with FAR 6.302, only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. The authority permitting other than full and open competition is Title 10 U.S. Code 2304(c)(1), as implemented by FAR 6.301-1, only one responsible source and no other supplies or services will satisfy agency requirements.

GENERAL INFORMATION: This effort will require incorporation of these changes into to the AN/AQS-22 ALFS Full Rate Production of the AN/AQS-22 ALFS System executed by the Raytheon IDS. As the sole integrator of the ALFS system, Raytheon IDS is the only known source with the technical data, knowledge and technical experience necessary to perform this effort within the time frame required to meet the Governments needs. Raytheon IDS' completion of AN/AQS-22 ALFS Engineering, Manufacturing, and Development (EMD) under a competitively awarded contract, its work under the Low Rate Initial Production (LRIP) contracts (Lots I-III), and its work under Full Rate Production (FRP) contracts (Lots IV-VI), make Raytheon IDS the only source with the technical data, knowledge, and experience necessary to perform this in-line modification effort.
