The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to solicit, on a limited competition basis, Raytheon Integrated Defense Systems Corp., Newport, RI, and Thales Communications Inc. (TCI) the U.S. subsidiary of the OEM (Thales Underwater Systems, (TUS) France), for remote and on-site remedial maintenance support of the government owned H-60 Airborne Low Frequency Sonar (ALFS) Reeling Machine Test Bench (RMTB), Part Number 62119831AA. The RMTB is located at FRC-SW San Diego, CA, and will soon be installed at FRC-SE Jacksonville, FL. The Navy anticipates the award to be a firm fixed price contract. The Government intends to negotiate this procurement under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. Raytheon is the prime contractor/system integrator of the ALFS system as well as the RMTB. The Government does not own data, drawings, specifications or other intellectual property required to permit full and open competition. Raytheon and TCI are the only known vendors with the capability to provide the required remote and on-site support to keep this depot asset operational. This notice of intent is not a request for competitive proposals; however, all responsible sources are encouraged to submit information in writing to identify their capability to perform these services. A determination by the Government whether or not to conduct a competitive procurement based upon responses to this notice is solely within the discretion of the Government.
