The Department of Veterans Affairs, Salt Lake City VA Medical Center, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with the University of Virginia in support of VA research study, VA Quantitative Quality Assurance (VA-QQA) MRI for Brain Health and Multimodal Neuroimaging Data Analysis and Pipeline Development for LIMBIC-CENC (Wilde) . The University of Virginia has expertise in interpreting the white matter from individuals with Traumatic Brain Injuries (TBI s). The University of Virginia has helped develop the process for a pipeline to read the data that has been scanned from individuals with TBI s. The pipeline used was designed and developed by the University of Virginia and it is their proprietary pipelines that will be used as a mechanism to interpret TBI veterans brain scans in order to treat and gain metrics on the data they perform in the scans. The proprietary nature of this pipeline restrict sources to the single supplier (The University of Virginia). This is a notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than1/16 at 12pm EST.
