The Naval Air Warfare Center Aircraft Division Lakehurst intends to issue an award on a Limited Competition basis with Original Equipment Manufacturer (OEM) Columbus Jack Corporation, Columbus OH and their authorized distributor Dutch Valley Supply Company, Lawrenceville, GA for the manufacture, test and delivery of two (2) T20-3FH Aircraft Tripod Jacks, P/N: 782D1100, NSN: 1730-01-064-2889, for the Royal Malaysian Air Force (RMAF) F/A-18D program, FMS Case MF-P-GBN. The offeror will fabricate, test and deliver two (2) T20-3FH Aircraft Tripod Jacks to the freight forwarder. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not have sufficient engineering data or drawings to organically design the Support Equipment to enable a competitive solicitation. Columbus Jack Corporation owns the proprietary rights to the engineering, data, and detailed product drawings for the airframe jacks, and the only sources capable of providing support equipment of the same form, fit, and function that is compatible with the existing configuration. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based on the response to this notice, is solely in the discretion of the Government. Responses must be received within fifteen (15) days of publication of this notice.
