The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center - Pacific requires husbandry services while in port in Pago Pago American Samoa for its NOAA Gulfstream-IV Aircraft (N49RF) a high-altitude research jet  while at Pago Pago International Airport.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; email proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number is NMAN6000-19-00383 and is issued as a Request for Quotations. 

(iii)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number: 2005-101.

(iv) This acquisition is under NAICS code 488310, Port and Harbor Operations; 

(v) Line items of services needed can be found on the attached statement of work.

(vi) Description of requirements for the items to be acquired: The vendor is to provide moorage and associated services per the attached statement of work.

(vii) Date(s) and place(s) of delivery and acceptance and FOB point.
1 to March 28, 2019 at Pago Pago International Airport (PPG)

Dates are subject to change, based on operational needs. The aircraft will notify the Contractor at least 24 hours prior to any change to an arrival or departure date.

 

Evaluation-Commercial Items (Oct 2014)


(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Technical capability
2. Past Performance
3. Price
4. Technical and past performance, when combined, is of more importance than price.
Price will be evaluated on total cost, not by line item.

 

Only payment terms acceptable NET #30. Please state the vendor payment terms on the quotes in detail.  

Vendor's  must submit an active DUNS number and registered in SAMS  at the time of quote submission to be considered for this award.
