Aircraft Ship Integrated Securing and Traversing (ASIST) System

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCAD) intends to enter into a sole-source firm-fixed price contract with the Canadian Commercial Corporation (CCC) of Ottawa K1A OS6, Canada to produce Aircraft Ship Integrated Securing and Traversing (ASIST) Systems.  ASIST is a system used on Air Capable Ships to help guide a helicopter to the deck, secure the aircraft, and traverse the aircraft to/from the hangar. The ASIST system is operational under all environmental conditions necessary to support mission requirements that include associated ship motions up to and including sea state 5 while the aircraft is in operation and up to and including sea state 8 while the aircraft is stowed. The system will provide the status of the recovery system to the Landing Safety Officer (LSO) while in the recovery mode. The system will allow the pilot or LSO to abort the landing prior to the aircraft being secured to the deck.  In accordance with international trade agreements, the CCC will subcontract 100% of the work to Curtiss-Wright Indal Technologies, Inc. (INDAL) of Mississauga, ON, L5C 2V8, Canada.  The NAICS code associated with this requirement is 336413.

INDAL has designed and developed the ASIST and is the Original Equipment Manufacturer (OEM).  The Government intends to procure the above items under the authority of 10 USC 2304 (c)(1), FAR 6.302-1.  This is not a request for competitive proposals.  However, responsible sources are encouraged to submit a response to this synopsis in writing that contains information that may be used by the Government to determine whether or not to conduct a competitive procurement.  A determination by the Government not to open this requirement to competition based upon response(s) to this notice is solely within the discretion of the Government.  Responses must be received within 15 days of publication of this notice.  Any responses should Reference N68335-23-RFPREQ-TPM251-0340.  Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.
