This is a combined solicitation/synopsis for commercial items prepared in accordance with Federal Acquisition Regulations Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HSTS07-08-Q-00099, which is issued as a Request for Quotation (RFQ). This requirement is a total small business set aside acquisition. The North American Industry Classification Code (NAICS) is 517210 Wireless Telecommunications Carriers, the small business size standard 1,500 employees. The requirement is to provide subscription services for data communication between Aircell equipped aircraft and the ground. This subscription will provide the ability to use personal electronic device to communicate between the aircraft in flight and the ground. Aircell is the only provider that provides this type of communication capability on American and Delta airline aircraft, thus the Government’s minimum need can only be met by this provider.
