The Naval Air Systems Command (NAVAIR) intends to negotiate on a sole-source basis with Raytheon Integrated Defense Systems (IDS), 1847 W Man Road, Portsmouth, Rhode Island for the procurement of 85 LOTS of Airborne Low Frequency Sonar (ALFS) Reeling Machine (RM)Lifting Bracket Upgrade Kits in accordance with RIDs ECP 0012-E-022. Each LOT shall contain two (2) lifting brackets (P/N 44036781AA), four (4) mounting screws (P/N 96110789) and four (4) mounting washers (P/N 96110811).

This requirement will be procured in accordance with FAR 6.302, only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. The authority permitting other than full and open competition is Title 10 U.S. Code 2304(c)(1), as implemented by FAR 6.301-1, only one responsible source and no other supplies or services will satisfy agency requirements.

GENERAL INFORMATION: This effort is complementary to the Full Rate Production of the AN/AQS-22 ALFS System executed by the Raytheon IDS. As the sole integrator of the ALFS system, Raytheon IDS is the only known source with the technical data, knowledge and technical experience necessary to perform this effort within the time frame required to meet the Governments needs. Raytheon IDS' completion of AN/AQS-22 ALFS Engineering, Manufacturing, and Development (EMD) under a competitively awarded contract, its work under the Low Rate Initial Production (LRIP) contracts (Lots I-III), and its work under Full Rate Production (FRP) contracts (Lots IV-VI), make Raytheon IDS the only source with the technical data, knowledge, and experience necessary to perform this effort. At this time the Government does not possess the requisite technical data package(s) to conduct a competitive procurement of this requirement, and Raytheon IDS and its subcontractors will not sell a complete technical data package to the Government to compete this requirement. Consequently, Raytheon IDS is the only contractor that can meet the Government's requirements.
