This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number NTSB-Q-08-0008 is issued as a Request For Proposal (RFP). The attached solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. The associated NAICS code for this requirement is 541380, Testing Laboratories and the appicable small business size standard is $11M. The National Transportation Safety Board (NTSB) is a Federal agency with a mandate by congress to investigate all aviation accidents and incidents as well as selected accidents from other modes of transportation. The office of Research and Engineering (RE) supports these accident investigations by providing technical and analytical capabilities towards the resolution of issues and questions that arise during these investigations. Currently RE is investigating the possibility that failure of the air turbine starter system on a low bypass turbine engine from an MD-80 aircraft transitioned into an engine nacelle fire. Understanding how this failure resulted in a fire will enable the NTSB to issue recommendations that will prevent this event from occurring in the future.
