TITLE: Air Force Modeling and Simulation Training Toolkit (afmstt)

 The U.S. Air Force Life Cycle Management Center (AFLCMC) Battle Management (AFLCMC/HBBC) presents information regarding the Air Force Modeling and Simulation Training Toolkit (AFMSTT).  Please find details of the upcoming Solicitation FA8730-15-R-0026 below.

 1. Background:  The Air Force Modeling and Simulation Training Toolkit (AFMSTT) is a set of software tools that provide a complete constructive simulated theater-level air warfare environment for the U.S. Air Force (USAF). It allows the USAF to execute training exercises and mission rehearsal activities within a Joint Forces and cooperative partnership environment.  AFMSTT simulates the flying of aircraft missions as well as the consumption of logistics required to maintain aircraft in a Fully Mission Capable state.  When training the Air Force's Air Operations Center (AOC), AFMSTT processes the missions planned by the AOC, simulates the mission fly out and reports mission status back to the AOC.  The software components in AFMSTT connect as federates in an internal AFMSTT High Level Architecture (HLA) federation; and externally as a federate to the Modeling and Simulation (M&S) Community Joint Live Virtual Constructive (JLVC) and Joint Land Component Constructive Training Capability (JLCCTC); and Battle Lab Collaborative Simulation Environment (BLCSE) environments. The AFMSTT Modular Framework (MF) architecture provides a modern standards-based (Institute of Electrical and Electronics Engineers (IEEE) HLA-Evolved) data bus that replaces or will replace the proprietary point-to-point interfaces within AFMSTT. 

2. AFMSTT is anticipated to be solicited as a FAR Part 15, Small Business Set-Aside, under NAICS code 541712.  The anticipated contract award is Single Award, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract.  The ID/IQ contract is anticipated to have a five (5) year period of performance, with an ordering period of five (5) years. The maximum ordering amount of the ID/IQ contract is estimated at $67M.

4. Request for Information (RFI): An RFI was released to Industry on 8 August 2014.  The RFI was later removed from FBO but will be reposted to the Bidder's Library for reference.

5. Industry Day: On 4 September 2014, the PMO hosted an in person and telephonic Industry Day. The PMO provided a brief overview of the AFMSTT 2015 effort, followed by an open 30 minutes to one hour general question and answer period.  Contractors were given the opportunity to participate in a private one-on-one question and answer period. These one-on-one periods took place on 4 and 5 September 2014, and were held in person or via telecom as requested by the vendor. AFMSTT Industry Day slides, the attendee list and the Questions and Answers will be posted to the Bidder's Library for reference.
