The United States Air Force, AFLCMC/Operational Contracting Division, Wright-Patterson AFB, Ohio 45433-5344. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of American Industrial Hygiene Association Certification - Okinawa Japan. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1).

This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 813920: Professional Organizations. Business size standard for NAICS 813920 is $15,000,000.00.

The proposed source is American Industrial Hygiene Association (AIHA), 3141 Fairview Park Dr Ste 777, Falls Church, VA, 22042. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Monday, 5 Jan 2015, 1000 EST. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The Government requires AIHA to provide Industrial Hygiene accreditation and Environmental Lead accreditation because AIHA is the only known source that provides the required accreditations. The government requires on-site analytical testing and reaccreditation of the OEHTA laboratory at DET 3 UASAFSAM, Okinawa Japan. Laboratories performing industrial hygiene sample analysis are required by the Environmental Protection Agency (EPA) to be accredited by an appropriate accreditation body certified by EPA. The testing includes the following:

1. Industrial Hygiene Annual Fee to provide accreditation to the OEHTA laboratory.
2. Environmental Lead Annual Fee to provide accreditation to the OEHTA laboratory.
3. Environmental Lead Proficiency Analytical Testing (ELPAT) to include Paint Samples, Soil Samples, and Dust Samples.
4. Industrial Hygiene Proficiency Analytical Testing (IHPAT) to include Metals Samples, Organic Samples, and Diffusive 3M Samplers.

7. IHLAPANN - Accreditation Program, Industrial Hygiene
