Synopsis of Contract Action (SOCA)

American Institute of Aeronautics and Astronautics, Inc.
The Air Force Test Center (AFTC), Contracting Directorate, Edwards AFB, CA intends to issue a sole-source contract to American Institute of Aeronautics and Astronautics, Inc. (AIAA) for the renewal of a yearly subscription for both print and online publications including their online archive of past publications. AIAA is one of the main online mission oriented resources provided to the Edwards flight test community by the Technical Research Library. The database provides access to AIAA standards, conference papers, and journal articles that cover the whole spectrum of flight and aircraft topics that our project managers, flight test engineers, and technicians use when researching and preparing to meet customer requirements.
AIAA has the exclusive copyright to its own data and is the sole agent for the other publishers. Thus no third party can offer what AIA can.
The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A). the applicable NAICS code is 511120 and the size standard, as defined by the U.S. Small Business administration, is 1,000 employees.
This Synopsis is published for information purposes only. This notice neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources my submit a capability statement, proposal, or quotation, which shall be considered by the Government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.
AFTC is appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine and administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified below.
