The Defense Health Agency intends to award a sole source contract to Leidos, Inc., for six months of integration services associated with the Military Health System full-cycle and out-of-cycle releases for life-cycle support of the Armed Forces Health Longitudinal Technology Application (AHLTA) and Composite Health Care System (CHCS). Services include requirements, design, development, testing support, deployment support, and software maintenance for integration of separate development components within AHLTA and CHCS. This award is necessary to allow the agency sufficient time to establish a Government-owned AHLTA-CHCS integration laboratory at Allegheny Ballistics Laboratory (ABL), WV, in advance of competitive solicitation for integration services. The existing Government-owened integration laboratory, located in a contractor facility, will be disestablished when the new laboratory is operational.
Firms not solicited under this requirement may request a copy of the solicitation, but are advised that the agency authorized other than full and open competion under FAR 6.3. A copy of the Justification and Approval will be posted no later than 14 days after contract award.
