The intent is to issue a sole source award to The Boeing Company located in Saint Louis, Missouri 63134-1939 under Basic Ordering Agreement (BOA) W58RGZ-15-G-0006 for the creation and fielding of AH-64D and AH-64E Apache aircraft concurrency enhancements and functional obsolescence upgrades for the AH-64 LCT flight simulator.  This consists of the requirement to implement, test and deliver AH-64D V14 enhancements and Improved Data Modem (IDM)-401, KGV-72 Blue Force Tracker II (BFT-2) and inoperability improvements for Apache Generation 4 (Gen 4) and Generation 5 (Gen 5) AH-64D Upgrades.  This requirement is to maintain concurrency of the primary training device to the fielded aircraft and those enhancements incorporated on the aircraft.

Any interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than closing date of this notice.  Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.  A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.  Oral communications are not acceptable in response to this notice.  All responsible sources may submit capabilities and qualifications which shall be considered by the agency; however, any capabilities and qualifications received after the specified due date and time will not be considered for award.  For further information regarding this solicitation, contact Marie T.
