The intent is to issue a sole source award to The Boeing Company located in Saint Louis, Missouri 63134-1939 under Basic Ordering Agreement (BOA) W58RGZ-15-G-0006 for the creation and fielding of AH-64D and AH-64E Apache aircraft concurrency enhancements and functional obsolescence upgrades for virtual and image generator AH-64 LCT flight simulator. This consists of LCT Virtual Environment, Image Generator Pilot Night Vision System Intensification (PNVS 12), Hellfire AGM-114R, Guided 70mm, Gunnery Conduct of Fire Trainer (GCOFT) Non-Recurring Engineering (NRE), Modernized Maintenance Laptop Computer development, Training Aids Devices Simulators and Simulation (TADSS) Engineering Support, and Gen 5 LCT to Universal Mission Simulator (UMS) Networking. This requirement is to maintain concurrency of the primary training device to the fielded aircraft and those enhancements incorporated on the aircraft.
Any interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than closing date of this notice. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit capabilities and qualifications which shall be considered by the agency; however, any capabilities and qualifications received after the specified due date and time will not be considered for award.
