This NOTICE OF INTENT TO AWARD A NON COMPETITIVE DELIVERY ORDER, in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items. The authority for this award is FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirement.
The Office of Personnel Managementâs (OPM), Employee Services, OPM Human Resources provides policy direction and leadership in designing, developing and promulgating Government-wide human resources systems and programs for recruitment, pay, leave, performance management and recognition, employee development, work/life/wellness programs and labor and employee relations.
OPM has a requirement for agility training to improve the skills of 121 current leaders as a pilot project. Specifically, OPM is seeking to increase the understanding of learning agility and how to apply these skills to improve performance. The agility training shall consist of a ViaEDGE assessment for each student, developmental discussions, personal development plans, and coaching. Korn/Ferry International developed the viaEDGE assessment tool and is the only entity that can administer the viaEDGE assessment tool. The viaEDGE assessment tool focuses on four learning agility dimensions to include mental, people, change, and results. In addition, it focuses on measuring self-awareness which is a strong predictor of executive success. The viaEDGE assessment tool will also support OPMâs implementation of the GEAR (Goals-Engagement-Accountability-Results) initiative.
In support of its mission, OPM intends to issue a Delivery Order to Korn/Ferry International (DUNS 052239530), located at 2000 Corporate Ridge, Suite 1095, McLean, VA 22102 for agility training.
The training shall include, but is not limited to the following:

THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, any requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is at the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to Terri Miller at
[email protected] within three (3) calendar days from the date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the System for Award Management (SAM) database prior to execution of award. If no responses are received, an award shall be made to the Korn/Ferry International.
