This statement provides notice that the government anticipates awarding a Firm-Fixed Price contract for the renewal of the Analytical Graphics STK software licenses.

The Contractor shall provide software maintenance, which includes optimization, error correction, and deletion of discarded features as well as enhancement of existing features.

The proposed contract action is for software maintenance for which the Government intends to negotiate and award a four-year sole source contract to Analytical Graphics, Inc. (CAGE: 0LCT6), 220 Valley Creek Blvd, Exton, PA, 19341-2380.  This is in accordance with Federal Acquisition Regulation (FAR) 13.501(a), Sole source (including brand name) acquisitions. All responsible sources may submit a capability statement of proposal, which shall be reviewed by the U.S. Government.  A determination by the Government to not compete this proposed contract action will be based upon responses to this notice is solely within the discretion of the Government. All potential offerors should contact the Contracting Specialist/Procuring Contracting Officer identified above for additional information, questions, and/or concerns. This solicitation is expected to be released on 3 December 2021 with a response due no later than 10 days after the issuance of the solicitation.

The period of performance for this contract will consist of one (1) 12-month basic period and three (3) 12 month option periods. The place of performance will be specified in the forthcoming solicitation.

In accordance with 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures in accordance with procedures of FAR 13.5, Simplified Procedures for Certain Commercial Items. This effort, being acquired via a sole source, was identified as such by the Original Equipment Manufacturer as the Sole Provider of these products.  The execution of this effort will be against SAM, contracted as a new Firm-Fixed Price (FFP) order. The anticipated period of performance of the order is to be 01 January 2022 through 08 September 2022, with three twelve month option periods. CONTRACTOR QUOTES ARE TO BE VALID UNTIL 15 January 2022. All quotes are due No Later Than (NLT) 12:00 pm Monday 20 December 2021. BRAND NAME ONLY; AGI STK Software; IAW Attached Equipment List and AFMC 807.

Notice to Offeror(s)/Suppliers: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
