    This is a notice of the Government's intent to increase the contract dollar value In Acordance With (IAW) FAR 6.302-1 - Limited number of responsible sources (12 contractors currently on the HD TAT MAC) and no other supplies or services will satisfy agency requirements, for the current Homeland Defense Technical Area Task (DS TAT) contract.  The HD TAT supports DTIC's mission of providing centralized operation of DoD services, databases, systems, or networks for the acquisition, storage, retrieval, and dissemination of scientific and technical information (STI) supporting Department of Defense (DoD) research and development (R&D), engineering, and studies programs.  The HD TATs provide advanced level of research and analysis to the DoD Research, Development, Test, and Evaluation (RDT&E) and Acquisition communities. Specifically, this increase is required to increase the ceiling value of the contract's Technical Area Task (TAT) contract line item numbers (CLINs) from $900M to $1.4M in order to accommodate emerging, unforeseen requirements for HD TAT Research and Analysis requirements.  TAT's are a key component of the research and development services the IAC program is required to make available to the DoD.  This does not extend the present ordering period for this contract which started 1 May 2014 and currently ends 30 April 2019.

   The HD TAT contract is a non-commercial, Cost Plus Fixed-Fee, Indefinite Delivery - Indefinite Quantity, Research & Development contract that was awarded as a Multiple Award Contract (MAC) competitive acquisition to 12 companies.  This is neither a Request for Proposal nor a solicitation of offers.  A determination by the Government to compete or not to compete this requirement based on responses to this notice is solely within the Government's discretion.  Industry is advised that information can be submitted regarding an interest in this requirement or provide a response with an answer to the following question(s):  Would you be interested in submitting a bid utilizing the on-ramp procedures of the basic HD TAT MAC for 12 to 24 month period of performance that would be exactly the same evaluation and award criteria used for the HD TATs initial basic contract awards or interested in competing for a follow on Information Analyses Center MAC (IAC MAC) Task Order contract that will be nine years in length.   The period of performance for new awardees will not exceed the overall maximum term of the original ID/IQ contract, including options (i.e., will not extend past the dates established at initial award).  The Government will not consider unsolicited requests for addition to the HD TAT contract.  Information received by close of business 30 June 2017 will be considered by the Government solely for the purpose of determining whether to conduct an on-ramp competitive acquisition.
