The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Affymetrix Inc., Santa Clara, CA 95051, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase is for the following items: 1) - #901755-(14 each) Kit, miRNA 2.0 Array, 30 pack. The GeneChip miRNA 2.0 arrays provides the most sensitive, accurate, and complete measurement of small non-coding RNA transcripts involved in gene regulation. This GeneChip array is also the only array that requires the lowest input volume of material. The ability to maintain continuity of experimental procedures in the lab is crucial to the success of the NIEHS. This technology is only offered by Affymetirx as they are the manufacturer and sole distributor of these GeneChips. These items are to be used with the existing Affymetrix GeneChip system for on-going research. Ordering from another source would compromise on-going experiments and compromise the integrity of data. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Affymetrix Inc. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000.
