The National Cancer Institute (NCI), plans to procure on a sole source basis Affymetrix GeneChip Human Genome U133 Plus 2.0 arrays with Affymetrix; 3420 Central Expressway; Santa Clara, CA; 95051. The North American Industry Classification System Code is 325413 and the business size standard is 500 employees. The requirement is being processed in accordance with the simplified acquisition procedures as stated in FAR 13.106-(b)(1). The purpose of this requirement is to procure Affymetrix GeneChip Human Genome U133 Plus 2.0 arrays for use and consistency with data previously conducted on 155 samples using a carefully tailored protocol for cervical specimens collected from the SUCCEED study with used the Affymetrix GeneChip Human Genome U133 Plus 2.0 array. NCI is conducting an expanded analyses of nearly 300 samples for which gene expression analyses are to be obtained. In order for the data from the next set of 300 samples to be combined with the initial 155 samples for an adequately powered statistical analysis, it is absolutely critical that the exact same data points for the 54,000 probe sets be obtained. Affymetrix is the only source known to the NCI, that is the manufacturer of the Human GeneChip U133 Plus 2.0 array and that microarray analyses has previously been conducted on samples collected from the SUCCEED study. This GeneChip is proprietary to Affymetrix. Delivery shall be on or before September 30, 2009. Only one award will be made as a result of this notice. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 11am ET, on August 14, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certification Applications (ORCA), http://orca.bpn.gov.
