The professional services agreement would enable the SGVCOG to obtain professional and technical assistance on a short-notice, as-needed basis from the selected Proposers; however, letter proposals may be requested from multiple consultants for the same project and determination will be based on consultant expertise in specific disciplines, availability of consultant staff, and other related qualification as determined by the project manager. The SGVCOG intends to select more than one Proposer with whom the SGVCOG would contract for services on an as-needed basis. The SGVCOG may enter into master agreements with selected Proposers for all or specified disciplines in accordance with Proposers’ qualifications. The master agreements will be valid through November 30th, 2025. The SGVCOG will issue specific task orders to firms as the needs arise in one or more of the scope areas described below. Task orders may be directly assigned to a selected firm or assigned after review of a competitive letter proposal from the selected Proposers who will be under contract with the SGVCOG. The disciplines for which a Proposer will be selected are outlined as follows: Financial Analysis & Technical Support, Land Use and Environmental Analysis, Public Outreach & Engagement, Grant Writing and Real Estate Development, Design, and Land Acquisition Support.
