This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-30.
This announcement constitutes the only 100% total small business side aside solicitation and a written solicitation will not be issued. This synopsis, NAICS code 334516, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary.
Award will be made to the party whose quote offers the best value to the Government, technical, price, and other factors considered. The Government may award this contract to other than the lowest price technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor described to "Meet or Exceed the Requirement," 2) Past Performance and 3) Price. Technical Capability and Past Performance is significantly more important than price.
This solicitation is issued as a Request for Quote (RFQ).
The Food and Drug Administration (FDA) intends to award a purchase order for an aerosol detector. The Statement of Work is as follows:
General Duties/Description of Work
The FDA requires a âuniversal detectorâ for use with liquid chromatographic (LC) systems to analyze drug residues and xenobiotics in animal tissues, animal feed, and other matrices. The detector will be used primarily for analysis of non-volatile drugs and metabolites that have no specific UV absorbance and/or fluorescence characteristics. The detector response is independent of chemical structure. The compounds to be monitored are generated during the conduct of metabolism/pharmacokinetic studies that require compliance with Good Laboratory Practices (21 CFR part 58) and electronic records (21 CFR part 11). The detector must include the following components and meet these specifications:
1 A charged aerosol detection process for measuring concentrations of non-volatile constituents in HPLC assays.
2 Uses an ambient temperature nebulization system to evaporate the mobile phase and generate an aerosol stream composed of residue particles of all non-volatile constituents..
3 Uses a pressurized inert gas jet to transfer residue particles throughout the detection system.
4 A âcorona discharge is used to charge a secondary inert gas stream which merges the the primary particle stream to turbulently mix the gas ions with the aerosol particles. A unipolar electrical charge, proportional to the particleâs size, is transferred to the non-volatile residue particles, creating a âcharged aerosolâ.
5 A charge-responsive collector is used to accumulate the electrical signals from the âcharged aerosolâ and a coupled electrical conductor senses the current generated by collected residue particles. The captured signal levels correspond directly to the concentration of the non-volatile analyte. There should be a dynamic range of four orders of magnitude
6 The unit should have a graphical display coupled with a functional and lockable keypad for complete programable control and visual operating status.
7) The unit can be used with isocratic or gradient HPLC modes with both aqueous and volatile solvent-based mobile phases at flow rates of 0.3 - 2.0 mL/min. It should be compatible with systems using standard and narrow-bore configurations.
8) On-board microprocessor provides high resolution data (24-bit) and is enabled for external RS-232 control.
9) Software drivers for direct control and data acquisition via Agilentâs EZchrom Elite and/or Chemstation software.

Equipment Use
The detector must be delivered as a ready-to use units, which must include all the necessary communication cables, and interface cards for connection to the Agilent data system. The detector package must include an on-site installation with customer familiarization and a one-year warranty.
Period of Performance
12 months from date of award.
