THERE IS NO SOLICITATION AVAILABLE AT THIS TIME.  REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE.  PLEASE ENSURE RESPONSES ARE 10 .PDF PAGES OR UNDER IN LENGTH.  ENSURE GRAPHICS AND FONT IS EASILY READABLE.  This Sources Sought Synopsis is in support of market research being conducted by the Office of Aviation Safety and Office of Aerospace Medicine to identify capable potential sources. 

This is a Market Survey to attain information, comments, and capabilities from industry in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy that will aid in the formation of an acquisition strategy and award for the procurement of Physician services in providing review of aeromedically significant electrocardiograms (ECGs).

The responses to this Market Survey will be used for informational purposes only.  This is not a screening information request or request for proposal of any kind.  The FAA is not seeking or accepting unsolicited proposals.  The FAA will not pay for any information received or costs incurred in preparing the response to this Market Survey.  Therefore, any cost associated with the Market Survey submission is solely at the interested vendors’ expense.  All vendors responding to this announcement are responsible for ensuring that documents submitted contain the appropriate proprietary marking.

At this time the nature of the competition has not been determined. 

About the Program

The FAA plans a follow-on acquisition for the review of aeromedically significant ECGs that require physician review.  

The FAA’s Aerospace Medical Certification Division (AMCD) ensures that the United States’ pilot population and the general public are safe from aircraft accidents that could be the result of pilot medical issues.  Towards this end, the FAA requires pilots with first-class medical certificates to have ECGs at designated intervals.  AMCD receives 125,000 ECGs annually.  Of those, approximately 5,000 are referred to a physician for review. 

High-Level Requirements

Provide consultative services, to include:

• Reviewing assigned ECGs and any other pertinent medical documentation
• Provide medical interpretation and formulate recommendations using current FAA guidelines
• Record recommendations in the FAA’s system of record
• Services must align with federal regulations and FAA guidelines and procedures
• Identify normal variant ECGs in accordance with FAA guidelines
• Identify abnormal ECGs and request appropriate workup in accordance with FAA guidelines

GENERAL INFORMATION REQUESTS AND QUESTIONS:

5. Proof of active SAM.gov registration.
6. How long have you/your company been in continual business?
7. Have you worked with/under other entities that have done business with the U.S. Government?

EXPERIENCE AND APPROACH QUESTIONS:

1. Do you (or do you have someone on staff) have formal training or board certification in Aerospace Medicine?
2. Do you (or do you have someone on staff) have board certification in Internal Medicine or Cardiology?
3. Have you (or do you have someone on staff) completed a Cardiology Fellowship or have at least two years of experience interpreting ECGs?
4. Do you (or do you have someone on staff) have previous experience working with the FAA’s Office of Aerospace Medicine regarding airman medical certification dispositions?
5. Have you (or do you have someone on staff) ever been an Aviation Medical Examiner?
6. Have you (or do you have someone on staff) completed an Aviation Medical Examiner (AME) Basic Seminar? 
7. Do you (or do you have someone on staff) have prior experience as a Flight Surgeon in the United States Military?
8. Do you (or do you have someone on staff) have experience as a pilot?  If so, how many years of experience?

OTHER QUESTION:

1. Description of any other relevant information that is not listed above which the government should consider in finalizing its market research and acquisition strategy.

Responses to this Market Survey are due by 3:00 p.m. Central on December 8, 2023.  Submit only one electronic file in .pdf format to the contracting officer at: [email protected].  Please include “MARKET SURVEY RESPONSE:  ECG Physician” in the subject line of your email.  Information provided will NOT be released; however, please appropriately mark PROPRIETARY on any of your documentation submitted as appropriate and in compliance with your company’s internal controls.  Announcement responses will not be returned.  Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents.  No solicitation exists at this time.  If a solicitation is issued, it will be announced on SAM.gov.  It is the vendor’s responsibility to monitor this site for the release of the solicitation.
