Project consists of preparation of special technical studies/analyses and design documents to include building and ground alteration, maintenance, repair and minor construction, feasibility and concept studies, material investigation and color studies, cost estimates, preparation of architectural engineering studies/investigation and preparation of architectural and engineering documents and reports for architectural projects with associated structural, civil, landscaping, mechanical, electrical, environmental subsurface soil investigations and incidental work. An indefinite delivery indefinite quantity contract will be awarded for a period of one basic period and two option periods (not to exceed a cumulative 36 months). Projects will be issued to the contractor as individual delivery orders. Cumulative amount of all delivery orders will not exceed $300,000 per period. NAICS Code is 541330. Firms must maintain a staffed local office within the seven county Mpls-St Paul metropolitan area. Selection will be based upon the following criteria that are numbered in order of importance: (1) Professional qualifications necessary for satisfactory performance of required services (2) Specialized experience and technical competence in the type of work required to include, but is not limited to, existing facility renovations and repair, new facilities, pavements, and utility designs with (a) Knowledge of Air Force Civil Engineering requirements to include Unified Facilities Criteria and Air Force Policy Directives, Instructions, Pamphlets, Manuals, Technical Data Bulletins and Engineering Technical Letters; (b) Knowledge of Air Force requirements for force protection and anti-terrorism design, and comprehensive and structural interior design; (c) Knowledge of LEED (Leadership in Energy and Environmental Design) design and construction requirements for buildings; (d) Knowledge of building commissioning with emphasis on mechanical and electrical systems; (e) Knowledge of Unified Facilities Criteria specifications and United States National CAD standards. (3) Capacity to accomplish the work in the required time (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules (5) Location in the general geographical area of the project and knowledge of the locality of the project; (6) Volume of previous DoD awards during the last twelve months with the objective being to effect equitable distribution of contracts among those qualified. Firms meeting the requirements described in this announcement are invited to submit Standard Form 330, Architect-Engineer Qualifications. Responses will be accepted at the address above until 4:30 p.m. on 1 December 2008. Firms responding to this announcement before the closing date will be considered for selection, subject to the limitation on geographic location.
