The legal notice must appear in a newspaper published at the port in which the merchandise was seized.  The publication can be in any newspaper in circulation at the port. 
The legal notice must appear once each week for three consecutive weeks.  As an example, the notice would be published on Wednesday, February 1, Wednesday, February 8 and Wednesday February 15.  The quote would be for one insertion in each of three consecutive weeks (a total of three insertions).
