Advanced Radar Threat System - Variant 3 (ARTS V3): Fair Opportunity Proposal Request (FOPR) - Amendment 4

This amendment  replaces the "Questions and Answers" folder with an updated one that adds a document titled "Questions and Answers for SAM Posting Amendment 4_11_Jan_2023" which contains the most recent questions from industry.

This amendment also replaces Advanced Radar Threat Systems - Variant 3 Fair Opportunity Proposal Request Amendment 1" with "Advanced Radar Threat Systems - Variant 3 Fair Opportunity Proposal Request Amendment 2". This newly amended document adds direction for submitting clause fill-ins as part of Volume I. It also gives direction that for large files submitted as part of a proposal, a DoD Safe link request shall be sent to a Contracting contact.

Advanced Radar Threat System - Variant 3 (ARTS V3): Fair Opportunity Proposal Request (FOPR) - Amendment 3

This amendment replaces "ATTACHMENT 3 Pricing Matrix Amendment 1" with a revised "ATTACHMENT 3 Pricing Matrix Amendment 2". The Pricing Matrix has been updated to reflect correct CLIN descriptions.

This amendment replaces "ATTACHMENT 5 Contract Clauses" with a revised "ATTACHMENT 5 Contract Clauses Amendment 1". Any applicable clauses from the basic contract with fill-ins were added for convenience. 

This amendment adds a folder titled "Questions and Answers". A new document titled "Questions and Answers for SAM Posting Amendment 3" is saved there, stemming from recent industry questions.

This amendment replaces "ATTACHMENT 4 - CDRL Portfolio.pdf" with "ATTACHMENT 4 - CDRL Portfolio Amendment 1.pdf" which incorporates the changes made in the CDRL table in Amendment 1's "(CUI) ATTACHMENT 1 Statement of Work Amendment 1".

This amendment also replaces "Bidders Library B.zip" which contained a "Models" folder with these two attachments: "(CUI) ARTS-V3" and "(CUI) ARTS-V3 Operational Process Model". These are replaced with "(CUI) ATTACHMENT 16 Bidders Library Models Amendment 2.zip", which contains the updated model documents "(CUI) ARTS-V3 Amendment 1_20221125" and "(CUI) ARTS-V3 Operational Process Model Amendment 1_20221125".

Attached is the ARTS V3 FOPR Amendment 1. All new or updated attachments contain "Amendment 1" or "A1" in their file names, and replace their previous versions. Note that all previous documents on this post have either been re-uploaded, or replaced with their amended versions. Additionally, this amendment adds vendor Questions and Answers which can be found within the Bidder's Library, and extends the due date for proposals to 17 January 2023 at 4:00pm MST.

Advanced Radar Threat System - Variant 3 (ARTS V3): Fair Opportunity Proposal Request (FOPR)

Attached is the ARTS V3 FOPR, including associated attachments and Bidder's Library.  Additionally, the Government will send the FROST SDK and FROST v3.11 files as CDs to those requesting access to the Bidder's Library.
