The Naval Air Systems Command (NAVAIR) intends to issue a sole source order to BAE Systems Information and Electronic Systems Integration, Hudson, NH, to modify system and

lower-level requirements to combine the Rotary Wing (RW) APKWS and the Fixed Wing (FW) APKWS into one hardware and software solution. A hardware and software solution will be implemented, and risk reduction for requirements verification will be completed prior to the qualification phase. Test equipment will be updated to accommodate the new single variant solution, and the single variant solution qualification test plan will be reviewed. NAVAIR intends to negotiate a Firm Fixed Price Order under Basic Ordering Agreement (BOA) N00019-16-G-0021.  This contract action will be issued on a sole-source basis to BAE Systems, the sole designer, developer, and manufacturer of the APKWS II. Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. Request for same will be disregarded. This notice is not a request for competitive proposals. However, all proposals received within 30 days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. BAE Systems is the sole designer, developer, and manufacturer of APKWS, and as such, is the only known source available with the requisite technical knowledge, experience, and tooling to produce the requirements described herein to satisfy the Government's requirement.
