The NOAA National Marine Fisheries Service (NMFS) has a requirement to contract with the organization to assist in the reimbursement for fuel, supplies, equipment, and shipment of samples. The Alaska Whale Foundation is the only organization that can purchase the required supplies/equipment from Provincetown Center for Coastal Studies, who require purchaser to have a level 4 CO Investigator letter. These tools include but are not limited to: aluminum custom light knives with removable Spyderco blade with welded safety nib on tip, stainless steel custom light knives with welded Spyderco blade with welded safety nib on tip, stainless steel flying knives with welded spyderco blade with welded safety nib on tip, replacement sypderco blades with welded safety tip, standard grapples, flying grapples, flying jam hook, large whale telemetry buoy rated to a depth of 600m and that will maintain hydrodynamic orientation when being towed at up to seven knots, flying tool socket and mooring hook adapter with line guard. The Provincetown Center for Coastal Studies supplies disentanglement equipment to authorized and appropriately-trained responders only.
This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
