Through this Request for Proposal (RFP) the Agency of Human Services/ Child Development Division (hereinafter the “State”) is seeking to establish a contract with an entity to provide administration and information services related to Vermont’s STep Ahead Recognition System (STARS) to maximize the number of regulated child care programs in Vermont that engage in practices supportive of children, families and the people/staff who work in these settings.
