The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with the National Academy of Sciences, Washington, DC under Other Than Full and Open Competition by the authority of the Federal Acquisition Regulation (FAR) Subpart 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, relative to administration of NIST's Postdoctoral Research Associateship Program. This is a sole source requirement as NIST's authorization language (15 U.S.C. 278g-2) specifically cites how the program will be carried out: "The Institute shall establish and conduct a post-doctoral fellowship program, subject to the availability of appropriations, which shall be organized and carried out in substantially the same manner as the National Academy of Sciences/National Research Council (NRC) Post-Doctoral Research Associate Program that was in effect prior to 1986, and which shall include not less than twenty nor more than 120 new fellows per fiscal year". A cost type contract will be issued on or about June 1, 2016 with a 12-mo. base period beginning October 1, 2016 and (4) 12-mo. option periods. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Proposal (RFP) nor is it a request for competition. No telephone requests will be honored.
