Notice Summary SECTION 00 11 13 ADVERTISEMENT TO BID NO. 2021-1002 INVITATION TO BID The City of Eugene is accepting sealed bids for the Graham Field Offices Residing Project, City Project Number 51231, until 2:00:59 PM on June 9, 2021; pursuant to ORS 279B.055 and City of Eugene Administrative Order 44-14-08F, Public Contracting Rule (City Rule) 137-047-0255. Bids will be opened immediately thereafter and publicly read aloud in an electronic bid opening meeting. A meeting link and call-in conference number will be provided in the Bidding Documents. First-Tier Subcontractor Disclosure Statements are due by 4:00:59 PM on June 9, 2021. No Bid will be considered unless both the Bid and the First-Tier Subcontractor Disclosure Statement are submitted and received prior to the closing date and times. Bids shall be valid for 30 days after opening unless otherwise specified in the bid specifications. This Invitation to Bid (ITB 2021-1002) does not commit the City to pay any costs incurred by any bidder in the submission of a bid. Due to the current public health emergency and in accordance with City of Eugene Administrative Order 44-14-08F and Public Contracting Rule (City Rule) 137-047-0255, Bidders must email bids to

The subject line of the email must read: ITB 2021-1002, Graham Field Offices Residing Project, June 9, 2021. The City is not responsible for the premature opening of, or the failure to open, a Bid not properly identified or addressed. The Bidder is responsible for submitting their Bid prior to the closing time and date. The City is not responsible for any delays caused by electronic submission. The City will not accept bids after the closing date and time. PROJECT DESCRIPTION In general, the Project consists of exterior building envelope repairs. The Work includes selective demolition, new weather barrier, sheet metal fabrication, and selective siding and window repairs. The Graham Field Offices building is located at 2190 Polk Street on the east side of Westmoreland City Park; north of Graham Ball Fields and nearest the intersection of 22nd Ave and Polk St. PRE-BID CONFERENCE The Pre-Bid Conference will be held on June 2, 2021 at 2:00 PM. Attending the pre-bid conference is mandatory for Prime Bidders. Interested Contractors, Subcontractors, and Suppliers are invited to attend. Due to the current public health emergency, cloth face coverings are required to be worn in all instances. The meeting will be conducted outdoors with limited indoor review. CONSTRUCTION DOCUMENTS Bidding Documents, including Project Manual, specifications, drawings, bidding forms, and sample form of agreement are available for downloading in pdf format from the State of Oregon ORPIN site at http://orpin.oregon.gov/open.dll/welcome. Those interested in this project should log in to the State of Oregon ORPIN system and view the solicitation documents, thereby becoming a Bidding Documents Holder. All Plans Centers currently registered under the appropriate commodity codes on the State of Oregon ORPIN site will be notified that documents are available to download from the website and, if they view this solicitation, will become a Bidding Documents Holder on this project. PREVAILING WAGE This project is a public works project subject to ORS 279C.800 to 279C.870. BID SECURITY Bidders shall submit a Bid Security for ten percent (10%) of the Bid amount plus any additive alternates, by one of the following methods: Attach a scanned version of a Bid Bond, Certified Check, Cashier's Check, Savings and Loan Secured Check, or irrevocable Letter of Credit issued by a financial institution; the validity of which will be verified after the bid opening. Alternatively, use an electronic bid bond service to submit a link which includes verification of the bid bond. NON-RESIDENT BIDDERS In accordance with ORS 279A.120, Bidders will be required to indicate on the Bid Form whether the Bidder is an Oregon resident. CONTRACTOR'S REGISTRATION The City will not consider Bids unless the Bidder (Contractor) is registered with the Construction Contractors Board as required by ORS 701. ASBESTOS ABATEMENT Asbestos work is not anticipated. If asbestos conditions are discovered by the Contractor, the Contractor shall immediately notify the City of Eugene Project Manager. The City will provide a limited material testing report prior to start of the Work as required. OWNER'S RIGHT TO REJECT PROPOSALS The City of Eugene may hold Bids for a period not to exceed sixty (60) days from date bids are due for the purpose of reviewing bid documents and investigating qualifications of Bidders prior to awarding Contract. The City of Eugene reserves the right to reject any Bid for good cause upon finding that it is in the best interest of the City to do so.
