PRE-SOLICITATION NOTICE (i.e. DRAFT RFP)
The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation to (1) develop, test, and produce new Acoustic Device Countermeasures (ADC) MK 3 and ADC MK 4, and Launch Tubes; (2) rework and test existing ADC MK3 and MK4 selected for Service Life Extension Program (SLEP) in accordance with the SLEP requirements; and (3) assemble and stow functional ADC MK3 or MK4 (new or SLEP) inside the new or reworked Launch Tube (LT), the combined assembly which makes up the Launch Tube Assembly (LTA).
SUBMISSION OF QUESTIONS
Potential Offerors submitting questions relating to this notice shall submit them to the Contract Specialist no later than 31 May 2023 at 1600 EDT. Responses shall be submitted via e-mail to Michael Ravnitzky at [email protected] and Laura Arscott [email protected] and using the Microsoft Excel workbook attached to this notice. Questions and/or comments may be subject to public release. The Government may or may not be able to provide answer to all questions at this time.
DOCUMENT ACCESS/ REQUEST
The Section J Attachments, controlled unclassified information (CUI) technical information, and Government Furnished Information, will be provided as a large zip file via DoD SAFE (https://safe.apps.mil). This is in addition to what will be posted on the sam.gov site which are DRAFT-solicitation Sections B thru J.
Interested Offerors must request the Section J Attachments, controlled unclassified information (CUI) technical information, and Government Furnished Information with a written request via email to Mr. Michael Ravnitzky, [email protected] and Ms. Laura Arscott, [email protected] and by 31 May 2023 at 1600 EDT. Telephonic requests are not acceptable. The written request shall include the following data:
Once a company’s need-to-know and security clearance is verified and approved the company will be authorized to receive the detailed documents and related controlled files.
This procurement includes CUI technical information assigned a restricted distribution statement, which is export controlled. To receive this unclassified controlled technical information, an Offeror must possess a certification through the United States/Canada Joint Certification Program. To obtain certification for receipt of the technical documents, a U.S. Offeror must submit a completed DD Form 2345 to the U.S./Canada Joint Certification Office. Canadian Offerors may submit a completed DD Form 2345 for certification. In addition, a copy of the company's State/Provincial Business License, Incorporation Certificate, sales Tax Identification Form or other documentation, which verifies the legitimacy of the company, must accompany all DD Form 2345s. Offerors are encouraged to apply for certification as early as possible in order for processing and receipt of information. This will allow sufficient time to prepare a proposal before solicitation closing. Controlled unclassified technical information will only be provided to the requestor listed and identified on the DD Form 2345 as the Data Custodian.
DRAFT PRE-PROPOSAL CONFERENCE INFORMATION
Undersea Defensive Warfare Systems Program Office (PMS 415) intends to hold a Pre-Proposal conference for the Acoustic Device Countermeasure (ADC) MK3 and MK4 follow-on procurement. ADC’s are expendable devices produced in two primary versions.
This conference will be held on 8 June 2023 at the Maritime Plaza, 1201 M Street SE, Washington, D.C. 20003 from 0900-1300 Eastern Time. There will not be a virtual or call in option for this conference. This conference will be held at an UNCLASSIFIED level but will contain Controlled Unclassified Information (CUI).
Pre-registration for the conference will be required and the Government requests no more than five (5) representatives from your organization be registered. In order to attend this conference, your company must have a CAGE code, an appropriate Facility Clearance Level (FCL), Joint Certification Program (JCP) certification and be registered in SAM.gov. Each personnel submissions shall include the following: first & last name, company employed by, and company being represented/supported for this acquisition, phone number, and email address. Personnel requesting access to this conference are required to submit a Defense Information System for Security (DISS) visit request no later than 31 May 2023. In an effort to control delayed additions and ensure personnel will gain access, please submit both the PRIMARY and ALTERNATE on your submission. All DISS visit requests shall include the following:
The Government will not reimburse for any expenses related to attendance or participation in this conference.
Personnel will be required to sign in and show valid government/state issued identification. Personnel not listed and/or do not provide proper identification will not be authorized entry into the conference and will be asked to leave the premises. Late submissions will not be authorized.

Offerors shall be registered in System for Award Management (SAM) to be eligible for award.
This is a pre-solicitation notice intended to provide potential offerors with a summary of the subject procurement. This notice is issued in accordance with FAR 5.203(a) for information only, is subject to modification, and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. The Government will not reimburse respondents for any questions submitted or information provided in response to this notice. If a solicitation is issued, it will be announced at a later time via SAM.gov and all interested parties must respond to that solicitation announcement separately from the response to this Pre-Solicitation notice, and according to the procedures outlined in the solicitation announcement.
