The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on other than full and open competition the purchase of an Adaptor Kit HyD SP for Basic Module 156 for a TCS SP5 scan heads built before May 2011 and upgrades for Spectral detection unit installed on the TCS SP5 from Leica Microsystems Inc., 1700 Leider Lane, Buffalo Grove, IL 60089. Leica Microsystems is the original equipment manufacturer (OEM). Only Leica Microsystems, the manufacturer of the confocal microscope can manufacture components that work with their proprietary instruments. This is not a request for proposal. All responsible sources who have certified technicians and are authorized to upgrade Leica Microsystems may submit a response that will be considered. The Government reserves the right to make a decision whether this requirement is available for competition.
