The purpose of the RFP is to solicit proposals from experienced mental-health, human-services, legal, and/or medical professionals to carry out a study and to write the required report for the legislature. Applicants should have highly developed skills in: (1) Establishing trust and interviewing people; (2) analyzing, organizing, and describing the information obtained; and (3) compiling information into a formal report.
