On a sole source basis, the National Geospatial-Intelligence Agency (NGA) intends to negotiate with DigitalGlobe, Inc. to acquire access to WorldView-4 (WV04) satellite imagery under the Enhanced View Contract. The Contract, with options, currently ends in August 2020. This action will provide access to WV04 through the end of the EnhancedView Program in 2020.

Access to WV04 imagery addresses an immediate and future need for continued access to high resolution (Hi-Res) electro-optical (EO) commercial satellite imagery, provided by a U.S. domestic company, comparable to imagery already available under the EnhancedView Program. At present, DigitalGlobe is the only known U.S. domestic source of the requisite Hi-Res EO commercial imagery capable of providing the imagery and imagery derived products, and due to the extensive lead time associated with development and construction of such a capability, NGA believes there is only one responsible source.

Hi-Res geospatially accurate imagery and imagery derived products are key elements in support of multiple U.S. Government initiatives. The acquisition of WV04 imagery supports these requirements and supplements imagery collections already available from DigitalGlobe. Only WV04 has the unique technical characteristics (resolution) which justifies a sole-source acquisition that no other U.S. domestic commercial remote sensing high resolution vendor can equal at this time. To mitigate any potential impact on future industry vendors, the Government will continually assess the marketplace prior to awarding any option period to verify DigitalGlobe is still the only source that can meet this imagery requirement. All responsible sources may submit a capability statement, proposal or quotation which shall be considered by NGA.
